It was originally a Disney sound effect that debuted in 1945 with the Donald Duck and Goofy short No Sail. It was used in Walt Disney's short films and features, before Hanna-Barbera picked it up in 1963. It would later make its way to other studios like Warner Bros.

It is one of the most common cartoon strike sounds used in media today.
